Hi Team, from a design perspective, is it allowed to have duplicate hashes?
Here is the issue about it, okx/xlayer-erigon#218

  1. There are duplicated transaction in the database
  2. The status in our database is not updated in time.

This PR fix the 2. #8

So for the 1, is the duplicate hashes are allowed in the original design?
