Road to 1.0

This is a tracking issue to set out some goals that we want to accomplish in order to release a 1.0 version of this crate:

• Finish the mapping rules specification and implementation (Mapping rules specification #79).
• Replace serde-xml-rs. It lacks a way to capture unspecified nodes and it is based on xml-rs which seems inactive and lags behind in performance. (Replace xml-rs #102)
• Expose the library to foreign languages (C ABI). I have been doing this in a local branch testing with Apicast. WIP. (C ABI #99, C API bindings for libthreescalers.{so,a} #100)
• Write public API and module-level documentation.
• Review tests and consider adding more.
• Land/use feature detection support in autocfg or decide whether to vendor our fork with feature support. (vendored Vendor our autocfg fork inline #94)
• Make usage reports reusable via counter operations. (response,extensions: add useful helpers to Authorization and Extension::List #96).

This does not mean we won't have a 0.9 release with some intermediate state.
