Once we have #260 and #261 we can work out how to reconcile the two. This service needs to

Work out which producers can satisfy which consumers.
Configure the Edge Agents to deploy new Devices which actually collect the requested data.
Set up auth so the consumers have access to only the Devices they should have.
Tell the consumers where they can find their data.

For now controlling access to historical data is out of scope.
