[auth] Services need to be able to grant access to themselves

If we are dynamically creating Sparkplug Devices for specific users we need to be able to grant permissions for those users to access them. Currently the only permission supported by the Auth service is 'Manage ACLs by permission', which would be much too broad a grant.
