Re-integrate binary file support

This would include revisiting the file service proposal and implementing it into a V3 architecture. This would be a good opportunity to demonstrate the use of plugin components, that is, an additional helm chart that is installed as a non-required aspect of the framework (e.g. helm install acs-file amrc-connectivity-stack/files)
