Data doesn't get published to the UNS without a ISA95 Site

Description
When device data is published to the Sparkplug namespace with a value in the schema Device_Information/ISA95_Heirarchy/Enterprise but without one in Device_Information/ISA95_Heirarchy/Site, data for the device isn't published to the UNS and no alert or error is logged.

Expected behaviour
When a device publishes data without a value in Device_Information/ISA95_Heirarchy/Site, data should still publish to the UNS using Device_Information/ISA95_Heirarchy/Enterprise as the topic root. An alert should only be logged if the ISA95_Heirarchy doesn't have a Enterprise.
