Import geojson project information from DIPAS

https://beteiligung.hamburg/dipas/drupal/dipas-pds/projects -> alle Projekte (Projektname steht immer unter „properties“ -> „id“)
https://beteiligung.hamburg/dipas/drupal/dipas-pds/projects/ -> Polygon eines Projektgebiets, Beschreibungstext, Kategorien, etc.
https://beteiligung.hamburg/dipas/drupal/dipas-pds/projects//contributions -> alle Beiträge des Projekts (Beitrags-ID unter „properties“ -> „id“)
