Set up SCORES Labs Project to track Milestones, Big Projects, and Experiments

Many big ticket items span repositories and have tickets in each, but are therefore unable to share milestones.

Volunteers and stakeholders can get lost in the weeds when it comes to the meaning and purpose of some the the tickets, even when they are high value and lots of effort has gone into writing them.

Having one Master/Epic Ticket and Milestone can help track the overall effort and support effective planning for SCORES Program leadership.

This work needs to be complete before the Summer 2024 push for new features and apps begins.
