Able to Delete All Finalizer Keys From Tables #88

Able to delete all finalizer keys. The finkeys and finalizers tables are empty

  • Finalizer Policy doesn't change.
  • LIB continues to advance.
  • Able to stop / restart

Can't stop producers from opting out, or shutting down. This is working as designed. We have plenty of people who would like to become producers, and claim rewards.
