[Request] Don't ignore Sticky Posts within Blog Posts Block

Is your feature request related to a problem?
Sticky posts are displayed at the very top of blog posts page by design. When using Blog Posts Block these sticky posts are ignored.

Describe the solution you'd like

• Add the logic not to ignore the sticky posts and display them at the very top of the Blog Posts block for the feature parity
  OR
• Add an option (checkbox/toggle) to display sticky posts at the top somewhere in the block settings

Additional context

• The initial discussion happened here:

  • Always missing one post regardless of settings #1217 (comment)

• ignore_sticky_posts seems to be always true (https://github.com/Automattic/newspack-blocks/blob/master/includes/class-newspack-blocks.php#L645)
