Update @microsoft/azure-data-factory-utilities to work with newer Node.js versions than 18.x

In the readme file of library @microsoft/azure-data-factory-utilities it says Note: Please use node version 18.x to avoid failures while running the below commands. [1].

It would be a good idea to update @microsoft/azure-data-factory-utilities, so it works with newer versions, as maintenance of node version 18.x will end in April 2025 [2]
