e.g. a Canadian project CA-3-A03425001 - BRAC Primary Education Program II - is implemented by the World Bank. The user interface suggests delegating it to the World Bank, but Canada has already entered this as its own project.

If a DP has already entered a project into the AIMS, they should not be allowed to delegate it to a DP.
