if an activity has $100 of disbursements and is tagged as 60% Bangladesh, should that activity have $100 of disbursements entered into the AIMS or $60?
should a DP be able to state that only 80% of their project value should be counted, as the remainder is not country-programmable? (If so: preference for making this a global figure rather than per-project, for simplicity)

Can we give the DP a radio button to select for case A, and a field to enter the amount (plus a checkbox) for case B?
