opencc v1.1.3 has no such problem.

"opencc_dict -i /usr/share/opencc/TSCharacters.ocd2 -o ./TSCharacters.txt -f ocd2 -t text"

opencc_dict: /home/alliu/Project/opencc/OpenCC/src/TextDict.cpp:38: opencc::TextDict::TextDict(const LexiconPtr&): Assertion `lexicon->IsSorted()' failed.
