Setup the base folders and structure for the Farm API service

Describe the solution you'd like
An API service that exposes one endpoint and will serve as the basic structure for the services concerned with managing membership types and groups on the platform.
The api should include some basic logging to a file or database.

Additional context
should be located in src/services/membership_api
A basic folder structure that has testing and linting setup. Plus exposes one endpoint on a server.
