Investigate making PDFs generated from DMP Tool smaller

From investigating this issue, we found that the new PDf generator is making PDFs much larger than the old system (about 5x the size). It might be unavoidable - online discussions indicate many people having this issue - but we should take a look at if there is any way to compress or reduce the output so the file size is not so large.
