Create a plan tooltip should inform user if no project title

On the main page, if a user wants to test the tool, they may check all 3 boxes and expect to create a plan. The screen says that all 3 fields are required (indicated by the * ), but the second two aren't needed if the box is checked. The first one is however, which is a confusing inconsistency.

Also, the error message tooltip on the Create plan button says they need to fill out the org and funder, which is not accurate since the boxes are checked, instead the problem is that there is no title.
