Integrate EPS functions, when complete

• Periodic logging
• Power toggle calls
• Power monitoring of subsystems when active
• Initial state configuration/reset/fail safe
• Initial boom deployments

Big success! As of dc9ba10, this firmware works reliably over UART! More to come, but we're in a good place with this, and can move past troubleshooting and into building out the functions/preparing for deployment.

• Need to create a "which channels are currently enabled" command (in Issue EPS: Create a telecommand which yields a list-of-strings of the channels currently enabled #182).
• Need to update the 5V MPI channel name (done).
• Update the "set channel disabled" message better (done).
