We currently show a list of tickets also at that address. This address match uses the location string as the identifier for an exact place.

We also want to show other tickets in a spatial area around the ticket we're viewing. This should use lat/long and some form of predefined radius to determine with tickets nearby.

What should the radius be that determines what is "near"? 27 feet? 1.3 KM?

Nearby tickets are within a bounding box of 0.0002 latitude

I think this is roughly 10 meters radius

You could use hundred blocks but that ignores addresses on an adjacent street around the corner.

In the downtown area we have introduced the concept of "blocks" that are related to road segments. For example, the streets that surround the courthouse would be on different sides of the same block. And each road segment has a odd and even side block. It would take a bit of work to extend this concept out throughout the entire city. But if we did, each address point could also reside within a block.
