Consider making NIX_WATCH_IGNORE_PATTERNS non-cumulative

Currently this environment variable doesn't override the default. The variable that stores ignore patterns collects all patterns, the default, this environment variable and anything passed to the command line. We may want to make it so that it will override the default, but continue to include patterns passed by via command line.
