Copy all issues so that FLOC- references in closed PRs can be looked up.
Copy attachments if possible (log archives, screenshots, etc)
As much issue metadata, within reason. (timestamps, author, change history, )
Convert markup from Jira to GitHub wiki format

Issues can be downloaded from Jira in batches of 200
