FETCH_LICENSE variable

Hi,
I wonder if there is a specific reason why a flag to fetch licenses should be set via environment variable and not via command option?

Hi @andreycha, cdxgen was historically bundled with dep-scan and slscan which used a fixed set of arguments for the underlying tools but allowed some customization via environment variables and configuration files.
I am definitely open to some refactoring to support additional arguments if it might help but it won't be an easy task since not every function in utils accept the full set of options.
