Laptop starts after shutting down if WiFi is firmware-disabled

How reproducible

100% reproducible.

How to reproduce

  1. Make sure that the power adaptor is connected.
  2. Set WiFi radios to disabled.
  3. Save settings and reboot.
  4. Boot to the UEFI firmware settings.
  5. Shutdown the laptop by pressing the power button.

Expected behavior

The laptop shuts off and remains off.

Actual behavior

The laptop attempts to shut off but turns back on immediately.
