Perhaps something similar to https://github.com/DataDog/datadog-operator/blob/main/.gitlab-ci.yml#L96-L111

It should push images to the following locations:
https://console.cloud.google.com/gcr/images/datadoghq/GLOBAL/trace-paketo-buildpack
https://gallery.ecr.aws/datadog/trace-paketo-buildpack
https://hub.docker.com/r/datadog/trace-paketo-buildpack
