Now that we've switched to using dask-gateway the provisioner no longer performs any provisioning acts. It's really just a load-balancer for the backend. This is an implementation of the Paranoid Pirate Pattern as describe in the ZMQ documentation (https://zguide.zeromq.org/docs/chapter4/#Robust-Reliable-Queuing-Paranoid-Pirate-Pattern).
