当未登录，或者在设置中关闭全部翻译时，用户只能接触到最下面的三个按钮

此时对于下载至关重要的“下载设置”按钮用户无法按到，而对于没有翻译需求的用户而言不常用的“导入日文至工作区”按钮却能点到

个人建议交换这两个按钮的位置。
