For those who wish to contribute to this project, there is no way for them to know what the coding standards are.

At the very least, we need to add:

.perltidyrc
.vscode/settings.json pointing to .perltidyrc in the workspace directory

Could also add .perlcriticrc. Also, probably need a CONTRIBUTING.md
