User Story

In order to alert whenever we have a harvester email error, data.gov harvester admins want a New Relic alert for email errors.

Acceptance Criteria

• GIVEN a new relic log alert is in place
  WHEN a harvest email error occurs
  THEN an alert is sent to the data.gov team (via either slack or email) \
