Add locations table to staging and production environments

User Story

As a catalog.data.gov user, I want to search by location so that I can find easily all dataset related to a specific location.

Acceptance Criteria

• We can search by location in the new staging environment for catalog-next
• We can search by location in the new production environment for catalog-next

Details / tasks

The sanbox is already fixed using a script created for this. We need to apply the same script in all required environment

I ran this command in staging and production and you can now search by location - the datasets are still not tagged by location so the result will always be 0 datasets
