Which difference between production and develop enviroment

I have a next issue.
I try to upload 10 attachment (image) to our chat on dev env. After that I have a new message with attachments
When I try to upload 10 attachments to prod env I have an error "SendMessage failed with error: "total attachment custom data cannot be bigger than 5KB"

I dont understand why I have a different behavior
It is simple message with attachments only.
I use Android SDK version 6.4.0
