Comment:
NOFO100 - 508c update request: Please update the tags for all endnotes in this section to label them as a reference and connect them back to their corresponding content. The endnotes are currently labeled as paragraph in our accessibility view.

Can do this manually in a pinch.

In the PDF tagging guide, references are described on page ~30.
