Custom Enhancement Presets / Controller Presets / Randomizer Settings

I've been spreading the word of the good ship, and enabling all the enhancements manually for every single person I help with SOH is getting quite annoying. Sometimes when I update SOH, I'll inexplicably lose my enhancement settings and controls. It would be SO WONDERFUL if I could simply export my controls and enhancements as their own little preset files I can load and change whenever I need. The existing Enhancement presets are very useful though. Thank you for those.

PS: it would also be nice if you could just drag and drop the enhancements onto the game window, but that's kind of nitpicking. Selecting a file works totally fine. Thanks for everything!

EDIT PPS: I just realized Randomizer presets would also be extremely helpful as well!

i think it makes sense to split this into multiple issues (rando side already exists here #720)

i thought we already had one for moving from hardcoded enhancement presets to json based ones, not sure if we ever had an issue for controller presets
