More granular auto accept successful transcodes or "Require Review" flow plugin

Is your feature request related to a problem? Please describe.
Auto accept successful transcodes is a very large hammer of only on or off for all libraries/flows at once. I usually have some reliable flows running while also doing some testing or troubleshooting on other libraries/flows, I would like to be able to turn auto accept on and off as needed per flow without having to reconfigure each flow itself to remove/disable the require review plugins.

More granular ability to control when and when not to bypass review plugin. One option would be moving the auto accept checkbox to a per library or flow. Another option would be creating a separate "Require Review" plugin that doesn't follow the auto accept option, one could then use what they need per flow.

Describe alternatives you've considered
I tried creating a separate "Require Review" plugin that doesn't follow the auto accept option myself, but it doesn't look like the auto accept option is checked in the plugin currently so I assume it happens in server code.
