QADB: make it easy to get comments for Misc defect bits

The Misc defect assignment relies on comments. Let's try to make this easy for users.

I've opened the issue here for better visibility, but we have some options:

• simple function in the QADB algorithm, such as QADB::MiscReason(int run_number) which returns the list of unique comments for that run
• generate a webpage from the QADB in the clas12-qadb repo's CI, which gives each run's list of unique comments
