Explore using staking & evm module state for denom constants in precise bank #1914

The staking parameters define the "ukava" staking denom, and the evm parameters define the "akava" evm denom.

Is it worth the performance & dependency trade off for the flexibility and correctness of using those in the precisebank module instead of hard coded strings?
