References to HTTP/3 and HTTP Semantics should be updated to point at RFCs #406

The normative reference HTTP and informative reference HTTP3 point to their most recent internet drafts. Those drafts have since been published as numbered RFCs. HTTP should be updated to reference RFC9110, and HTTP3 should be updated to reference RFC9114.

I believe this will be handled as part of the RFC Editor's process

I would keep a short list of these to pass onto the RFC Editor oince they move it to AUTH48.
