Get the validator version number to update automatically

The Validate page shows the validator version currently running on https://gtfs-validator.mobilitydata.org/.

This number is updated manually when we deploy a new version on the site (see step 5 of RELEASE.md).
It would be better to have the number updated automatically from the validator code (see this conversation for more context).
