Fix to the HyMAP routing model 2D ensemble gridspace output files

A 'floating overflow' error while writing HYMAP2 routing 2d ensemble gridspace outputs have been reported, e.g., issue #1576.

Output methodology is set to: '2d ensemble gridspace'.

Note: The NOAH-MP LSM outputs are written correctly but writing routing output gives a 'floating overflow' error.

This issue ticket will address the issue with a bug fix introduced by JHU team and tested by FLDAS team. Test case and PR will be submitted to the LISF 7.5 Public branch.
