Update on the development branch

The TensorRT-LLM team is pleased to announce that we have pushed an update to the development branch (and the Triton backend).

This update includes:

• Model Support
  • Added LLaVa-1.6 (LLaVa-NeXT) multimodal support, see “LLaVA, LLaVa-NeXT and VILA” section in examples/multimodal/README.md.
• Features
  • Supported Starcoder2 SmoothQuant. (smoothquant on starcoder2 #1886)
