Post-London eth_call doesn't always behave like Geth

We should match that behavior.

If someone get's here, this is what we do wrongly:

• We never check the account's balance
• We always force a base fee of 0, which leads to BASEFEE always returns 0 when running an eth_call with a London block edr#462

@alcuadrado can we close this in favor of NomicFoundation/edr#605? Having a 0 base fee in calls matches geth behavior, and I think block overrides are the right solution for this need.
