No hardhat config found should suggest using --init

Feedback from Franco on Hardhat 3 Alpha:

When running hardhat3 in a non-Hardhat project, you get a Error HHE3: No Hardhat config file found error. This error should suggest using --init to initialize a project.

Check the error message and help given in HH2 when running hardhat in a non-hardhat project directory, then port a sensible equivalent message to HH3. Not that hardhat init has become hardhat --init.
