What's the specific reason for the update? CDS Rev 14 to my knowledge is currently still just a draft revision.

I wouldn't dismiss the document just because it's in draft form. From the cds announcement Rev 14 is intended more as a guide for CubeSat designers, where as Rev 13 reads more like a how-to manual for conforming to the CubeSat standard. So, I think it depends what we want to draw from the document; if we're referencing the CDS as a spec that we're trying conforming to, then Rev 13 is probably sufficient. Though, Rev 14 may provide additional design considerations we haven't thought of.
