institutions.yaml holds the configuration for connected institutions. It should be possible to change this configuration without flushing the cache.

We now need to re-deploy the gssp\'s to change it\'s configuration. This is unwanted.

The configurations of AzureMFA institutions should be possible in the same way middleware config/whitelist/institutions can be pushed. Same problem exists for the webauthn-gssp trusted certificates./
Options are:

• Add gssp-config to middleware, and expose is through an API
• Allow the deploy-server to access and update the app-servers
