AzureMFA /health endpoint stays up upon mysql outage #158

This issue is imported from pivotal - Originaly created at May 27, 2024 by Bart Geesink

AzureMFA has a mysql backend. The /internal/health endpoint should in down state when the database is unavailable. It now stays up.

AzureMFA does not have a database backend (AFAIK) (Paul Rijke - May 30, 2024)
