Cleanup InstitutionConfigurationId normalization

Earlier on there have been a bug which mixed case sho's. The effort were this should have been resolved seemed not sufficient. Therefore a bug was filed and this issue was resolved by lowercasing the institution name in the domain.

There was however some leftover code after the first attempt. There were deprecation annotations placed in the code that stated that the ocde could be cleaned up. We decided to do his cleanup effort later to build a release and resulted in this TD ticket.
