Can we validate the 'tier' terminology with users (https://github.com/OpenDataManchester/PPP/blob/main/docs/4_Data_Specification/4_5_Multipack.md) doesn't feel right to me, but happy to be proved wrong..!

This needs to be REMOVED within version 2.1
