The Regulation (EC) No 1935/2004 of the European Parliament and of the Council has been brought up a couple of times in the expert review when talking about "components in contact with product".

Especially around the idea of direct and indirect contact

This will be investigated to look at it's possible addition into the standard.

This is quite an old regulation and I think at some point there is going to have to be a revision due to heightened awareness of intentionally and non-intentionally added substances especially regarding recyclates and their toxicological implications.
