Use case brainstorm-- what solutions exist for common IGRINS science themes

@kfkaplan and @ericasaw and I had a great brainstorm at the Texas Innovation Center yesterday-
We wondered "what use cases are there within the IGRINS community, and what software solutions currently meet those needs?" We drew the list on the board, here is a photo:

Some takeaways:

1. muler and plot_spec stand out as useful for multiple purposes
   This makes sense because they are somewhat general purpose in their design

2. Some use case areas rely on custom scripts for the core analysis
   Also makes sense, most astro research is bespoke analysis.

3. There's some IGRINS related software on GitHub we had previously missed:
   Such as: https://github.com/meganmansfield/IGRINS_transit for the Exoplanet Doppler Spectroscopy use case.

4. We could do better outreach to inform users of the availability of our evolving software ecosystem

And decided that it's incomplete and should be updated. We decided it may be best to turn this "use case brainstorm" into a webpage similar to the one above, but tailored towards IGRINS, and residing at a conspicuous IGRINS location, perhaps RRISA, or elsewhere.
