RSC+ Client LOW HP Notifications bugged---doesnt notify in or out of focus. #127

Basically, RSC+ Client Low HP notifications default seems to work, but when applied and changed and ok'ed to a different % to notify, it doesnt work. in or out of focus. This problem was sighted by me Snapfroste, over the past few days, but others such as Veteran have noticed this issue too.

Also an addendum: Wilderness lvl 3 rats is where me and veteran noticed the bug. Training and losing hp to them in or out of focus did not alert us when hp was lower than the assigned 50%.
When veteran went pking off in the wilderness; it worked on a pk fight with a another human player strangely enough.

Addendum#2: On client relaunch, the notification worked 1x time exactly. When I dropped below 15/30 hitpoints, i got the system update. After I healed to full 30/30, then fought rats again same client and instance, no notifications at all dropping to about 7-10 hp.
Tried relogging same client, but no success further. Not even the 1x success on relog for 1st time rat attacks on my HP.

Addendum#3: Changed Notification type from Windows to Java subtype. And back and forth. Seems to not function with no notifications on either setting. Sadly, I have not found a solution on my own. Hopefully someone can look into this =)
