bug: QuickSettings widgets limiting QQS rows

Bug description

With QuickSettings widgets enabled, you cannot have more than two rows of QS tiles even when full expanded.

Steps to reproduce

1. Go to settings -> personalize - quick settings
2. enable QuickSettings widgets
3. Set more than two rows in the tile layout

Either you can't see extra rows or the extra row is broken

This is due to RisingTechOSS/android_frameworks_base_new@19417bb

It's intentional but such behavior should be noted to the user and the max qqs rows should be limited to 2 in settings as well
